This seems to be a common look to be worn by young Japanese men, in fact if you searched with keywords on Wear.jp like "Tights" and "Leggings" you actually yield hundreds of results!! His has a nice outfit, nice jacket there and shorts, good choice on those grey felt leggings, I'm pretty sure it's still pretty cold right now in Japan since this photo was up on January. The entire colour ensemble here is safe for men wanting to try out legwear as an accessory.
